I have since concluded that the interval glitch is caused by SoftwareSerial. It's not well documented, but SoftwareSerial must necessarily use a timer. It appears Arduino's Tone and SoftwareSerial are therefore incompatible, or at least can't be used simultaneously. I can get the interval glitch to go away by disabling the SoftwareSerial writes to the LCD panel.
